The pulley is pressed on and you need a tool to pull it off. There are special tools for power steering pump pullies. You will notice the pulley has a groove in the snout. The tool slides over and grabs 3/4 of that groove and the has a bolt that works against the pumps shaft. Intstalling is easy because sometimes the new pumps come with a long bolt, large washer and a nut. When pressing the pulley on, be sure to use some anti seeze or lightly grease the pumps shaft to the pulley does not gall.
There is a small amount of clearance around the insert with these dimensions that is often filled with a spring loaded ball bearing on some inserts or simple rubber spacers.
